Achievements during 2014 on E-governance and communication

Shkodra citizens overall perceive that the quality and quantity of information and access is improved due to establishment of OSSH in Shkodër municipality. The average fee collection in Shkodër municipality has increased by 32.3% compared to the same period in the previous year. Increase has kept the trend from 2012 to 2014, which shows a positive impact of dldp in services and citizen’s satisfaction.

Overall the OSSH proved to increase the local income from 34% (Shkodër Municipality as a big one) to 45% (in small and mid-size LGUs). The OSSH average service delivery time is 5-7 minutes for services which took days to be delivered in the past. 

The pre-piloted model of OSSH in LGU’s of mid and small scale (3.500-20.000 inhabitants) have been concluded with a more advanced model applicable for big LGU’s like the one in municipality of Shkodër (120.000 inhabitants)

Currently, GoA decided to use the OSSH model for the new administrative units (LGUs which will be reduced due to territorial reform) through an integrated model which will be further developed by dldp based on the above good practices.
