Dldp presents the study on the integration of waste management systems

Responding to challenges of the territorial reform, DLDP presented on 18th of June, a study on how can the integration of urban waste management be achieved in the new municipalities that will come to life after June 21st elections. This study, prepared by Swiss experts, aims to put together in steps the experience gained in Switzerland from the merging of 9 Val-de-Travers communes, using also the DLDP findings from the inter-local cooperation pilotingin local government units of Puka and Malësi e Madhe.

This study was presented to experts from DLDP partner organizations such as Coplan, URI, REC, Eden, Millieukontakt, AGC, and was further discussed with some of the more active members of the Centre of Competence. The study recommends that the service integration in the new local units be carried out in some phases, aiming initially the closure of the transitory phase that will see the merging of several administrations into a new larger one, its institutional organization, and a good planning and service consolidation. Service optimization paves the way to its greater extension as regards the population and the territory, finally arriving at the final phase where all the population and territory is covered by the service.

From discussions came out recommendations to bear in mind the national legal framework as regards the implementation of the national strategy on waste and its standards, without dismissing the ambition of new administrations to improve the service, which can cause a faster pace or even the merging of some proposed steps regarding service integration. 

After wide consultations, DLDP aims that the findings of this study to be passed on in the form of recommendations to all new local governmental units, as another contribution in the implementation of the territorial reform.
