Public consultation of Inter-Sectorial Draft Strategy on Public Administration Reform 2015-2020

The State Minister on Innovation and Public Administration, Mrs Milena Harito, and the Public Administration Department, with the support of the Swiss Embassy in Albania and through the DLDP, organized on March 18th a consultative meeting on the Inter-Sectorial Draft Strategy on Public Administration Reform 2015-2020 (SNRAP).

 

The reform in the public administration is a priority for the Albanian Government, seen as a key instrument for the improvement of the quality of services offered to citizens and business alike, and as a precondition to integrative processes of the country.

 

The consultative meeting was led by Mrs Harito, with opening remarks by Mr Alexander Widmer of the Swiss Embassy and Mrs Valbona Karakaçi from the DLDP.

This activity put together representatives of the civil society, business associations, local government, academia, state institutions and independent bodies.  

This strategic document aims:

-to improve planning and coordinating policies;

-to improve and increase transparency in the process of setting up and making  compatible the legislation with aquis;

-to exist as an efficient monitoring and evaluation system for strategies, programs and existing legal framework;

-to strengthen public administration structures to improve the services given to the public, hence reducing corruption;

-to strengthen capacities on implementing civil service legislation and organizing the salary system;

-to increase efficiency and responsibility of public officials.

It is worth mentioning that the Strategy includes the local level as well, marking a positive step toward an integrated approach as regards the administration as a whole.

Interest groups expressed in the meeting their opinions and thoughts with the aim of presenting their needs and objectives. 

The “Inter-Sectorial Draft Strategy on Public Administration Reform (SNRAP) 2015-2020” is a strategic document prepared through the engagement and contribution of different public institutions, interest groups and international institutions.
