The Ambassador of the Swiss Confederation, Mr. Christoph Graf and the Deputy Prime Minister, Mr Niko Peleshi, signed today a new agreement that ensures support for local government strengthening. This marks a new phase for the Decentralization and Local Development Program (DLDP) which contributes to the strengthening of local government units’ capacities in the 5 regions of Northern Albania and to the territorial consolidation and decentralization process in Albania.
Wednesday, February, 11th Tirana – Swiss Ambassador H.E. Christoph Graf and the Deputy Prime Minister Mr. Niko Peleshi signed today a project agreement that aims to strengthen and improve local government functioning in North Albania, with a financial commitment of approx. 7.2 million Swiss francs, over a period of 4 years.
As an ongoing contribution to the Territorial and Decentralisation reform, the proposed phase foresees the consolidation of good practices in a broader geographical area covering the whole Northern Albania (Shkoder, Lezhe, Dibër, Durrës and Kukës) as well as the dissemination of the developed know-how nation-wide through an institutionalisation process. The approach is to build upon concrete projects which have been piloted in partnership with LGUs in Shkodra and Lezha regions such as: One Stop Shops (OSSH), Local Waste Planning, standards on Public Finance Management, EU fund access and inter-LGU cooperation. The planned models have been adjusted to respond to ongoing and future reforms (e.g. shifting from OSSH model to integrated OSSH) in partnership with local and national stakeholders assuring the transfer of know-how and further replication countrywide. The anchoring of best practices into the national system will be ensured through contributing to policy making (e.g. national and local strategies which are developed or revised) and continued training of local/national practitioners who should apply the developed models in their professional activities.
Both the Swiss Ambassador and the Deputy Prime Minister emphasised the useful cooperation and successful partnership during the previous phase of the programme. The new phase will be further implemented by Helvetas Swiss Intercooperation, a Swiss NGO with specific expertise in decentralization. Municipalities and other state institutions at central level will benefit from shared experiences, best practices and Swiss expertise.
The Embassy of Switzerland is one the main international actors supporting actively the decentralization and local government functioning in Albania. In the framework of its Cooperation Strategy with Albania (2014-2017), Switzerland commits approximately one third of its budget resources towards the strengthening of local government.
