dldp & PLGP/USAID organize round table on “challenges and opportunities of decentralization”

On October 23, 2014, DLDP & PLGP/USAID organized a Round Table with representants of the local government, Minister of State for Local Issues, programs active in decentralization and local government and donors. The objective of this round table was to discuss and consult with group of interests, a number of issues related to decentralization reforms. Discussion was focused on:

• Territorial Administrative Reform and issues of tranzitional period
• Fiscal package and Budget for year 2015
• New Strategy of Decentralization and Local Governance;
• Proposed amendaments to organic law “Organization and functioning of Local Government in Albania”.

Head of LGUs and other representatives from partner LGUs of dldp and PLGP/USAID, expressed their positioning and opinions on the discussed issues, stressing the neccessity for increasing the space of action for local government. Reduction of the number of LGUs creates opportunities for strengthening local government, but in the other hand it is of particular importance to clarify the existing functions of local government and establish as well proper financial instruments which enables the local government to perform effectively and assure qualitative services to citizens.
DLDP prezented also a summary of the discussions in its Coordinating Commiteeedhe, held on October 9, 2014 in Commune of Bushat, with the presence of Heads of dldp’s partner Municipalities and Communes and the Swiss ambassador in Albania.
