Meeting “Consultations on Dldp recommendations regarding Decentralisation Strategy, with mayors of LGUs and local experts”

   On 4th of July 2014 in Shkodra was held a meeting with the topic “Consultations on dldp recommendations regarding Decentralisation Strategy, with mayors and local experts”. 
The organised meeting was part of a series of on-going consultative meetings with experts from LGUs and national and international experts to validate the overall recommendations and suggestions of dldp in public finance management, waste management, E-gov and in funds access. These recommendations were prepared during the first half of the year from national and international experts of dldp.

A summary of these recommendations after the validations from the present experts will be introduced to the working groups for compilation of the Decentralisation Strategy as an input and contribution of dldp and LGUs toward this strategy. 
The meeting was opened with the presentation of summarised recommendations for Fiscal Decentralisation (Elvin Hoxha); Functions from waste management sector point of view (Arben Kopliku); Recommendations – functions allocation (Elvin Hoxha); Recommendations – Strengthening the administrative capacities of LGUs (Erton Kashta); functional Area Programme (Erton Kashta); Recommendations – Electronic governance (Erton Kashta)

In the meeting were present 30 responsible persons from communes such as: Velipojë, Kallmet, Bushat, Dajç BB, Gruemirë; from municipalities of Puka, Lezha, Shkodra, Vau I Dejës; and from Qark of Shkodra and Lezha. Part of this meeting was also the coordinator for decentralization strategy na local government Mr.Edvin Puka and the decentralisation Expert, Mr.Fatlum Nurja from USAID/PLGP programme.
