Training on Law amendments on the preparation of the local budget 2014

One day training in close collaboration with Ministry of Finance, was held in February 2014. The training on Law amendments for the preparation of LGU budget 2014 was organized with the aim to inform and instruct InterLGUs expert group what are the news with law amendments, the effects with the new fiscal package for the local budget, and how their work will be affected by. During the training the expert from Ministry of Finance introduced the effect of the new law on small business tax on the local budget and how the government was planning to reduce this effect with increasing the unconditional intergovernmental transfer grants for LGUs, through an improved calculation methodology. There are no ceilings on taxes and tariffs with the new law giving LGUs more possibilities in policy making. Also the level of the property tax was increased with aim to increase the revenues with 1,1 billion of ALL. In this training participated also experts from Qarks of Kukes, Diber and Durres. 22 experts from Finance Departments of LGUs participated (15 women or 68%).
