Planning workshop on SDPeMTBP

In the framework of the second phase of implementation, dldp organized a planning workshop in Tirana on 26 of October 2012 with the aim of the identification of strategic lines and core support approach for 2013 based on contextual developments, achievements and challenges encountered during 2012 and conclusion of second phase of dldp  (2010-2013). Experts at national level as Ministry of Finance and DSDC, at Qark level and at local level (representatives of experts group), as well as similar programs with which dldp can build synergy (USAID) were invited to this workshop. Also, Swiss Cooperation Office in Albania (SCO-A) and international experts (HSLU) and organizations that have offered technical assistance to partner LGU-s (COPLAN dhe ISB) participated in the workshop.
During the workshop dlpd presented the program performance, the ongoing approach, main achievements and challenges of 2012 in financial and strategic planning, as well as the criteria on planning framework of next year. The identified needs at local level on further assistance were presented through the report of recommendations made by the experts group.
The participants presented needs and priorities for 2013 (and at mid-term context), as well as their perspective on the nature of support that dldp must provide at local and national level, to consolidate the achievements made so far. Similar programs were invited to express their opinion on the impact that external factors such as the integration processes, the restart of the new phase of IPS and recommendations on a new law on local finances can have on mid-term financial and strategic planning framework of LGUs. Stakeholders at national, regional and local level expressed their opinion on these issues.
