
A workshop on InterLGU experts’ group consolidation for Shkoder and Lezhe Regions has been organized during first week of October 2012 aiming to strengthen capacities on the ground through closely coaching local experts on SDPeMTBP. The workshop was organized after 2 trainings and several coaching sessions were service providers (CoPlan and ISB) contracted from dldp offered technical assistance and methodological inputs for the elaboration of case studies on SDPeMTBP elaboration during the 2012 to all InterLGU experts group for each respective topic.
The case studies elaborated were on following subjects: 1) Implementation of SDP/eMTBP in an LGU; 2) Mainstream social inclusion into the SDP/eMTBP elaboration 3) Information in MTBP 4) Roles and responsibilities in MTBP elaboration 5) Defining ceilings in the process of MTBP elaboration 6) Strategy harmonization: local-regional-national
The workshop methodology provided dldp with a clear guideline and combined a theoretical and practical approach on know-how to prepare a solid case study. This methodology was build in coaching sessions designed to achieve the desired outputs as expected in each step of the case study preparation. Meantime concrete recommendations for each step are provided in advance to guide local experts achieving results. During the workshop (3-5 October, 2012) the 6 drafts prepared by the InterLGUs expert group have been revised in order to provide the case studies. Technical support has been offered during the workshop to the InterLGU expert group by service providers and dldp staff, working individually with the respective InterLGU expert group in order to provide the finalized case studies. Technical support and guidance on the case studies has been offered also by representatives from Ministry of Finance and Ministry of Interior that participated in this workshop. In this workshop a group of 18 LGU experts worked on study cases preparation in six groups with aim to provide recommendations on SDPeMTBP elaboration.
