The 1-st training of inter-LGU experts’ group on financial management

In the framework of dldp support to LGUs in financial management, it was held the first training of inter-LGU experts: “Legal Framework and budgetary system on Local Government Medium Term Budgeting”.  Technical experts on local finances from municipalities of Shkodra, Vau i Dejës and Fushë Arrës, as well as from the communes of Bërdice, Bushat, Guri i Zi, Dajç and Velipoja participated in this training.

The topics presented and discussed were:

1) The overview of the legal framework on budgeting system in Albania, especially on: Financial management system for local government units, Midterm Budget (general principles); Budget principles; Characteristics of a good budget; Midterm budget program (program-based budget/functions)

2) Budget drawing process: Integrated Planning System and Midterm Budget Program; Strategic Development Program and Midterm Budget Program; Local government units’ functions.

3) The link between functions and Midterm Budget Program

4) The link between Strategic Objectives and Midterm Budget Programs

The discussion on “Legal Framework and budgetary system on Local Government – Medium Term Budgeting” brought a lot of discussions between the participants. Almost all the participants had not participated in the Medium Term Budgeting courses and they reflected high interest in this training. Participants shared their experiences with each – other related to their revenues administration and local financial management.
