Experts groups’ meetings in strategic planning and waste management started

On February 28th and March 1st 2011, at the premises of the Regional Council of Shkodra took place the first meetings of experts groups in the areas of strategic planning and waste management. At these meetings were present experts from the LGUs selected in respective areas to benefit from DLDP assistance.

 

Meeting held on strategic planning with the theme “On drafting and revising of the Strategic Development Plans linked with the Mid-Term Budget Program” combined presentation of group members with training sessions on integrated planning system. In this activity, representatives of 15 LGUS shared knowledge about the structure of the Strategic Development Plan (SDP), what it represents and how it can be drafted; National strategies, sector and crosscutting strategies, their connection with Strategic Development Plan; why the LGU need one SDP and what are the main principles in designing it etc.
Another important point of the meeting was to discuss the selection of LGUs that will directly be assisted in the development / revision of SDP’s. After presenting the main strategic development in their LGUs, participants made a presentation of their expectations for the development of new (where they are missing) and revision of the existing ones. 3 local government units; Gruemira, Kallmeti and Shkreli will benefit new strategic development plans, while the other four LGUs such as Vau i Dejes, Velipoja Rubik and Dajç will review the existing ones.
In the other meeting experts of dldp partner LGUs’ in the area of waste management discussed the current situation of waste management in their communes and municipalities. At this meeting were present experts from 13 LGUs such as municipalities of Shkodra, Fushë Arrëz Rrëshen, Rubik, Puke, Koplik and Vau I Dejes as well as communes of  Milot, Dajç (Le), Postribe, Shenkoll, Zejmen and Rrethina. Daily challenges of administration to deliver a qualitative service, insufficient local finances to cover the cost of service, new trends for the treatment of the waste (e.g. recycling and composting) and the draft national strategy on waste were main issues where the discussion focused. In this meeting the experts’ group get to know with the steps that it will pass through in the finalization of the products expected, role and tasks of the group and finally approval of the calendar of the activities. In four of the selected LGUs new waste management plans will be developed while technical assistance will combine trainings with coaching.
