Education: BA in Philology, MASh in European Studies and PhD in Cultural Studies.
Joint dldp in the position of Deputy Programme Manager from 2006 . Before, it has been involved in the NGO, academic  and public administration sector.
The previous working experience in humanitarian and development programmes mainly with Swiss financed programmes.  She has been engaged in cross-border and EU assistance programmes at national and regional level.
Lecturing at University of Shkodra and invited lecturer in a number of other universities in Switzerland, Check Republic, Slovakia, Rumania, Bulgaria, Hungary etc. She is coauthor and author of a number of publications and research studies in development and cultural issues.

Education: Bachelor in Law, MSc in Euro-Mediterranean Rights and Policies.
Before, he has been involved in the public administration, private and NGO sector.
The previous working experience in electoral matters mainly with the Central Election Commission as Secretary General. He has been engaged in several NGO programmes and projects as expert on different aspects of electoral process and party involvement. Working in the public sector and private sector as attorney at law, covering various aspects of civil, administrative and public right, as well as court litigation. Engaged as expert in various projects of domestic and international organizations related to local government.

Education: BA in Law, Social Sciences, MA in Public Law and MSc in Politics and Public Administration.
15 years of experience in international agencies, public administration and think tank NGOs that has been part and supported public sector reforms.
Extensive knowledge of Albanian public administration system, Albanian civil servant law, public procurement law, finance management and monitoring legislation and Albanian election system.
Areas of expertise: public policy, projects management, capacity building, knowledge management and Local e-Government.

Responsible for the action line of public services (waste management). Graduated in Law in 1997. Postgraduate Professional Course on “Planning, management and evaluation of public interventions in the frame of  local governance system reform”, CEFAL Bologna, Shkodra University , Roskilde University (DK) and University of Bologna (2004) and  on “Public Policy and Management”; The Centre for Financial & Management Studies, University of London (2011).
Extensive knowledge and more than 15 years of work experience in local governance, media and with international organizations/programs.

Elvin Hoxha
Program officer

Responsible for the Line of Strategic Planning and Financial Management . In position from March 2012.
Degree in Law -University of Shkoder, Albania  (1996) and Post Degree Course in Enterprise Law – Bocconi University in Milan, Italy (2002).
15 years of working experience in managing programs of socio-economic development and humanitarian programs in Albania, Kosovo, Italy, Lebanon and Syria with national and international organizations and UN Agencies. Some areas of expertise: socio-economic development, territorial marketing, business development services, guaranteee funds schemes for SME, project design and management, renewable energies in SME, value chain development, development of partnerships and capacity building, decentralization process, etc.

Rikard Luka
Program officer

Responsible for the line of Territory Planning and Development. In this position since August 2016. Graduated as Civil Engineer at the Polytechnic University of Tirana in 2001 and conducted post-graduate studies at IZIIS Institute in Skopje, FYROM. Several years of work experience at central institutions, in leading positions closely related to territory planning and local government.

Previous experience includes the participation in humanitarian programs and development during years 2000-2005 in Prishtina – Kosova – with AiBi, the Council for the Defence of Human Rights, and the Ministry of Youth, Culture and Non-Resdential Affairs
